Zenna Atkins, the outgoing chair of Ofsted, told the Telegraph on August 28th, that alternative routes into employment are needed.
She believes that bright students with good grades could become demoralised as more youngsters are missing out on university places.
Following a record year of A-level results, the number of people missing out on university due to increased applications grew.
Ms Atkins told the news provider: "I think it can become incredibly demotivating. But the real challenge at the moment is, if you are motivated or not, what on earth is the credible alternative to university?"
Gap years in which people could teach English abroad or an apprenticeship appear to be the only alternatives to university currently available, she added.
Youngsters who have missed out on a university place this year or jobless graduates could consider taking a TEFL course as a route into employment.
A TEFL course can train people how to teach English abroad and can cost as little as £143.20.
