The correct sequence and timing of the stages should be as .
1. Give students 5-10 mins to read the text. The time limit should be kept short to make sure that students skim the passage rather than read it word by word.
2. Ask them gist questions and then group the students in pairs to answer the questions. This will lessen the students' anxiety, and allowing them to have more practice time.
3. Asked them detailed questions and give them a longer time limit to answer the questions. This is a reading class, thus, giving students ample time to scan the text looking for specific details.
4. Elicit answers to the detailed questions and ask the students to check their answers in pairs or groups. This allows the students to have communication for them to practice on.

15 mins is probably too long whether it be reading for gist or for specific information. I would give them 3 mins to skim the text first and then anywhere from 6 to 10 mins to scan it.
It’s a good idea to set gist questions before reading to give the students a reason to read.
