Why does it say that China is one place you dont require a degree to teach in, but the placement and job section says a degree is required?

I'm guessing that i-to-i don't want the hassle to trying to place someone without a degree. It's harder to find work for people who don't have a degree, but it isn't impossible, there are quite a few people on here with no degree but a valid z-visa.
