I've just got a job at a small language school in Jiuguan. The school is extremely poor and I'm worried that I won't have the resources I need to teach the class. Is it really possible to give an effective lesson under these circumstances and if so, how?

All you really need to give an effective English lesson is a thorough knowledge of the English language and a bit of imagination. If you want to bring resources with you then that's completely ok, but they needn't be expensive. Pictures, flash cards and props will work wonders in an under-resourced TEFL classroom.
